Nigeria Merges Welfare Programs Into Single Federal Response System

Nigeria's Federal Executive Council has formally approved a plan to merge humanitarian relief, social protection and poverty-reduction efforts into one coordinated government framework. The new structure, called the One Humanitarian One Poverty Response System (OHOPRS), is overseen by the Ministry of Humanitarian Affairs and Poverty Reduction under Minister Dr. Bernard Doro.

What the approval changes

According to a statement from Dr. Abimbola Fasanu, Senior Technical Adviser on Information Systems and Data Analysis in the minister's office, the FEC approval elevates OHOPRS from a nationally adopted policy framework to part of the Federal Government's formal administrative architecture. Doro said this shift means ministries, agencies, development partners and humanitarian organizations will now be expected to operate under one coordinated system rather than running parallel, often overlapping, programs.

Doro described the previous arrangement as fragmented. "For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions," he said, adding that OHOPRS is intended to connect these efforts "so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence."

How the system is meant to work

Officials say OHOPRS is built around a data-driven model that places individual households, rather than separate programs, at the center of planning and service delivery. As an example, the ministry cited families displaced by conflict: under the new framework, such households would receive immediate emergency aid - food, shelter and healthcare - while simultaneously being enrolled in longer-term support such as social protection payments, education access, skills training and livelihood programs.

The stated goal is to prevent emergency aid from functioning as an isolated, one-time intervention, instead using it as an entry point into sustained recovery support. Doro said the reform's success will be judged by how well these interventions work together to improve outcomes for recipients, rather than by the number of programs the government operates.

Background and next steps

The framework was developed with input from development partners and stakeholders at a workshop held at the UN House in Abuja in March 2026, and was publicly unveiled on August 26 by First Lady Senator Oluremi Tinubu alongside Doro. The minister presented the implementing memorandum to the Federal Executive Council on Wednesday, ahead of the approval.

Doro said the ministry will now coordinate with federal institutions, state and local authorities, and development partners to roll out the system nationally. OHOPRS is positioned as a central component of President Bola Tinubu's Renewed Hope Agenda, which aims to expand social protection and reduce poverty across Nigeria. Specific implementation timelines, funding details and performance metrics have not yet been publicly outlined.
